Established in 1952, the Licheng Revolutionary Martyrs Memorial Hall was built to honor revolutionary martyrs from Licheng who sacrificed their lives during the War of Resistance Against Japan, the War of Liberation, and the period of socialist construction. Nestled against the hills and seamlessly integrated with the Licheng Revolutionary Martyrs Cemetery, the memorial hall stands as a significant patriotic education base and a landmark of red culture in Shandong Province.

The main building adopts a classical Chinese timber-frame design with glazed tile roofs and upturned eaves, exuding solemnity and dignity. Oriented southward with a symmetrical central axis layout, the primary exhibition hall is a single-story pavilion with a hip roof, flanked by auxiliary exhibition rooms and memorial halls. The overall design harmoniously blends traditional ritual architecture with modern functionality, embodying the concept of "honoring the fallen heroes and passing on their spirit."

The museum features a permanent exhibition titled Glorious Journey: History of Revolutionary Struggles in Licheng, which systematically presents the heroic deeds of Licheng people in fighting for national independence and people's liberation from the land revolution era to the founding of New China. Exhibits include rare historical photographs, personal belongings of martyrs, handwritten manuscripts, and battle weapons. Notable items on display are:
- Photocopies of original letters written by revolutionary martyr Li Dazhao (a native of Shandong)
- Weapons captured from Japanese forces during the War of Resistance
- Original roster of martyrs who died in the Battle to Liberate Jinan

As one of Jinan’s first provincial-level bases for patriotic education, the memorial hall preserves profound red cultural heritage. Public memorial ceremonies are held annually on Qingming Festival and Martyrs’ Day, drawing visits from government agencies, schools, student groups, and members of the public seeking to pay respects to the fallen and receive education in revolutionary traditions.
